Yes, it is. By traveling with Insight Cuba you are licensed and authorized to travel to Cuba.  Insight Cuba programs operate under a Specific License granted to us by the United States Department of Treasury, Office of Foreign Assets Control (OFAC). 

Prior to your departure to Cuba, you will receive a copy of our travel license and a letter of authorization from us granting you permission to travel under that license.
